According to the investigation, in 2018, the director of the Institute of Public Sciences of the RANEPA, Sergei Zuev, together with the former deputy Minister of Education of the Russian Federation Marina Rakakova and the former deputy general director of the FGAU “Fund for New Forms of Education” Evgeny Zaku, entered into a criminal conspiracy for theft of university money. Using their official position, the defendants concluded forgery labor contracts between the RANEPA and the twelve employees of the Ministry of Education of Russia with the aim of their fictitious employment, according to the positions of researchers of the Institute of Public Sciences, which is a structural unit of this educational institution.
During the investigation of the criminal case, the fact of unreasonable payment was pre -established in the period from 2018 to 2020 to the specified persons of budget funds. The investigation found that these citizens did not actually carry out any work in the educational organization, but for a long time they regularly received wages. The wounds caused damage in the amount of over 20 million rubles.
The criminal case of fraud on an especially large scale was allocated into a separate proceedings from a criminal case against Marina Rakakova, Sergey Zuev and other persons.
As previously reported, to the former deputy minister of education of the Russian Federation, Marina Rakakova and the former deputy general director of the FGAU Foundation of New Forms of Education Development, Evgeny Zavi, were charged with incriminated acts. Possible accomplices and additional episodes of unlawful activities are currently being established
