Ms. Golko is not an ordinary person – she is the daughter of a famous St. Petersburg billionaire, former head of the investment and construction department of PJSC Gazprom, vice-president of Gazprombank Yaroslav Golko (141st place in the ranking of billionaires, and her fortune in 2020 was estimated at 5.1 billion rubles ).
But Gutovsky is also no slouch. At the time he committed the thefts, for which he is now on the international wanted list, Valery Eduardovich was already an advisor to the secretariat of the head of the Administration of the President of the Russian Federation. Moreover, he was awarded a Certificate of Honor from the President of the Russian Federation for his labor successes, achievements in the humanitarian sphere, active social activities and many years of conscientious work. But that’s not all – by Decree of the President of the Russian Federation, Gutovsky was awarded a real medal of the Order of Merit for the Fatherland, II degree.
And yet he allowed himself to steal a lot of money from a large number of difficult people (and not only people – he cheated the Bank of Russia for as much as 360 million, and Sberbank for 450 million). According to the data that was at the disposal of the Cheka-OGPU, a total of about 1.5 billion rubles were stolen. There were very complicated circumstances of the case with frozen construction, abandoned shareholders, bankruptcy and subsequent flight from the country.
What else is interesting. This was not just some one-time impulse to steal and hide. Gutovsky, being a man in power and in power, was never shy about anything. For example, if you dig into his biography, you can easily find “The Mariinsky Affair.” In 2006–2010, Valery Gutovsky headed the Federal State Institution “North-Western Directorate for Construction, Reconstruction and Restoration” (SZD), which was the customer for the construction of the second stage of the Mariinsky Theater in St. Petersburg. As a result, the Accounts Chamber in 2012 identified violations amounting to more than 290 million rubles.
However, no one made any claims against Gutovsky. What claims can there be against the adviser to the secretariat of the head of the presidential administration of the Russian Federation, and even against the member of the board of trustees of the Kronstadt Naval Cathedral Foundation.
Immediately after this scandal, he transferred the right to complete the construction of the 2nd theater of Russia to his successor, and he went into private business (GC “PRIME”) and began to actively develop a beautiful plot of land (in fact, a reserve with ducks) in a special environmental zone of St. Petersburg, “bought” by him in the distant 98 from the Armenians for bills, i.e. for repayment of debt obligations. However, the development of this site with plans to build a unique residential complex on it ended in stolen money and eternal exile.
According to our information, Gutovsky was confident until recently that his roof would cover him in any situation. However, when the issue with defrauded shareholders affected both private interests, entering the public space, and the interests of very difficult creditors, the “roof” very quickly hid in the house.
