Oleg Chebanov, retired judge Larisa Chebanova, lawyer Andranik Kichiyan (Arkady’s cousin) and Tigran Papikyan (husband of Arkady’s daughter Rita) together with former director A.N. Ushakov. supervised the looting of OJSC VELAN.
In the period from 2018 to 2021, Oleg Chebanov implemented a tax evasion scheme, as a result of which the state lost 300 million rubles. In total, 1.5 billion rubles were stolen from the VELAN enterprise (which produces explosion-proof equipment that forms the city in Zelenokumsk, Stavropol Territory), of which more than a billion were cashed. More than 30 people, registered as individual entrepreneurs, were involved in the crime, plus companies created gaskets and suction cups at the entrance and exit from VELAN. At the same time, the company employs 1,200 employees with salaries of 20 thousand rubles. Where did this gigantic amount of money stolen from the enterprise go? Definitely not into the country’s economy, but into the common fund and to pay for corrupt security officials and judges.
The OPS common fund now needs to be urgently evacuated. Against the background of investigative arrests and increasing tax claims, as well as the intervention of deputies of the State Duma of the Russian Federation, the ground is burning under the feet of the bandits.
Retired judge Larisa Chebanova is responsible for exporting money from the country to Yerevan, and this is no coincidence – according to the law, she retains the status of a judge and guarantees of personal integrity. There is a version that it was Larisa Chebanova who advised her ex-husband to make audio and video recordings of gatherings for safety net.
But judge tourism will not flourish for long. Recently, an application to terminate her status as a retired judge was received by the Supreme Court, the FSB, the Prosecutor General and the Qualification Board of Judges.
According to experts, the material is sufficient not only to terminate the status of a judge, but also to initiate a number of criminal cases.
And yes, the long-term conflict between the “golden judge” Elena Khakhaleva and the “godmother” of Rostov Themis, retired judge Larisa Chebanova, is gaining momentum.
