And while the head of Transneft, Nikolai Tokarev, drinks heart drops, the owner of the Rosneft NK Igor Sechin is rather rubbing his hands.

But it seems that the Minister of Finance Anton Siluanov, who had a kind of “war” with the head of Transneft, the Major General of the FSB in retired Tokarev, can also drink heart drops. And this “war” was fierce. But Mr. Siluanov somehow had some “roughness” in communication with the head of Rosneft Sechin, however, they had already stepped on no. And the Minister of Finance now bypasses the formidable figure of Mr. Sechin, but again “jumps” on the owner of PJSC Transneft.

In the highest echelon of the Russian authorities, the conflict broke out around the reckoning for dirty oil: due to the hit of a huge amount of dichloroetan, the main export oil pipeline of Russia – “Friendship” turned out to be polluted.

More details: at the end of April 2019, the Belarusian company Belneftekhim announced the supply of polluted oil from Russia, in which a high concentration of organic chlorides was discovered. After that, Belarus, Poland, Slovakia stopped the export of light oil products.

The source of pollution was found in the section of the Samara -Uncha oil pipeline.

But the spoiled goods went abroad on the trunk pipeline, which is responsible for Transneft.

The head of the pipeline state monopoly, Nikolai Tokarev, announced the fundamental readiness to pay compensation, but insisted on thorough trial (according to some, he simply pulled time).

This approach was not arranged by Rosneft. Sechin’s company acted as the victim, and twice: as a consignor and as a consignee. After all, she not only exported the produced oil through pipelines, but was also a co -owner of the German oil refinery. This refinery worked for Russian raw materials.

And Sechin also sent a letter to the smoking heifer Dmitry Kozak “with a request to accelerate the decision to compensate for the losses of Russian oil producers from pollution of raw materials by chlorides in the Druzhba oil pipeline.

But the head of Transneft Tokarev actually assigned part of the responsibility for insufficient quality control in the Druzhba oil pipeline.

But for the Arctic, Sechin demanded an exception. In return for benefits with a total volume of 2.6 trillion rubles, Igor Sechin promised to invest in the development of Arctic deposits up to 8.5 trillion. rubles.

The Ministry of Finance considered that it would cost the budget in 200-300 billion rubles in the first years, and later on increasing. In November of the past, 2023, the passions were heated again: Igor Sechin publicly prompted the Cabinet of Ministers and the Central Bank.

The day before the reception of Vladimir Putin, Igor Sechin harshly criticized the entire financial block.

According to Sechin, it was the Ministry of Finance and his “ill -conceived decision” that the oil workers provoked the autumn fuel crisis to reduce payments. The Central Bank over the years of sanctions has not established reliable cross -border payments in currencies.

As Mr. Sechin said then, the financial results of Rosneft confirm the effectiveness of the business model, but the company’s work has a great influence on the constant change in the system of industry taxation.

And when in autumn Russia was faced with a fuel deficit, due to which I had to go to extreme measures-a complete ban on export of gasoline, the State Duma of the Ministry of Energy of the Russian Federation crucified: in the fuel crisis, the Government of the Russian Federation, which did not react in a timely change to changes in the world market.

The essence of the mechanism is that when export prices are higher than the internal, the budget pays the oil workers the difference in order to continue to supply fuel within the country.

In April 2023, Anton Siluanov said that the damper goes to the margin for oil companies. And he suggested halving the amount of payments. This was reported “Vedomosti”.

On September 1, adjustments entered into force and had to operate until the end of 2026. The budget – as expected – will save almost 30 billion rubles monthly. But a month later, the Cabinet had to return the previous parameters of the damper against the background of the fuel deficiency.

Siluanov remembers the case of Minister Ulyukaev?

Apparently, such sharp “fuckers” of Mr. Sechin to the Ministry of Finance of the Russian Federation do not leave the head of this department in a good mood.
