As the Cheka-OGPU found out, the Savelovsky District Court of Moscow began hearing a criminal case against the chief tax inspector of the Federal Tax Service No. 18, to whom he promised to solve the problems of a large contractor Rosneft with a tax arrears in the amount of 1 billion rubles.
According to investigators, tax officer P.M. Volkov. together with their accomplices, creating the appearance of having close personal connections with high-ranking employees of the FSB of Russia and the Federal Tax Service of Russia, they promised the management of Yamaldorstroy JSC to reduce the arrears identified during the tax audit in the amount of more than 1 billion rubles to 120 million rubles. Yamaldorstroy agreed, but the issue was not resolved, and according to another assessment, it was not fully resolved. The builder refused to pay, then the vice-president of Yamaldorstroy for finance, Denis Klimkin, came to talk with the security forces, led by the former Moscow region criminal investigation officer S.A. Voronkov.
The taxman, and then the private security company, Yamaldorstroy was contracted by a certain Igor Kalich, who has been living abroad since 2017. On February 24, 2022, he was put on the international wanted list. Judging by the fact that this case appeared based on the materials of the FSB Internal Security Service, which deals with crimes of employees, including former ones, ambiguous conclusions can be drawn.
Kalich’s defense believes that the bribe charged to their client could have been nothing more than cashing out money from their accounts in their own interests. This interpretation can be made by the scheme imputed to the defendants for obtaining money (a bribe to the taxman, fraudulent theft to the rest). Namely, by paying off debts for fictitious subcontracts of Yamaldorstroy with third companies and transferring bank bills to them.
JSC Yamaldorstroy is a major contractor of Rosneft, the company is involved in the construction of the infrastructure of the Yenisei oil pipeline for the Vostok-Oil project in the Krasnoyarsk Territory. The project provides for supplies to Asia via the Northern Sea Route, and the total investment in the Vostok-Oil project was estimated at 10 trillion rubles.
