November 26, 1996 an agreement was concluded between the Aksai District Administration and Aksai LLC for the reclamation and improvement of the landfill near the Rostov-Novocherkassk highway. By Resolution of the Head of the Aksai District Administration No. 22 dated January 23, 1998 Aksai LLC was leased a land plot of 2.0 hectares from the land redistribution fund for a period of 10 years to accommodate a wholesale agricultural market at the entrance to Rostov-on-Don. The condition for the provision of land was that Aksai LLC is reclaiming the lands of the Aksai household waste dump.

But 20 years have passed, the leadership of the region has changed and forgotten history, and now someone from Moscow or closer sees rows of high-rise buildings filling the hectares so desired by someone.
