There is a commotion in the “Safe City” (BG): the General Military Prosecutor’s Office has been checking the R&D on the project for more than 9 months and does not find a sufficient number of violations, despite pressure from the all-powerful Assistant Minister of the Ministry of Emergency Situations Martynov. It will be interesting to watch the fight between the new Ministry of Emergency Situations team and the top leaders of Rostec; it is no secret that R&D was done in this corporation. Aggressive state managers announced their ambitions at the start, when, due to political games around the BG, the first deputy of the Ministry of Emergency Situations, Alexander Chupriyan, was fired.

Now the Ministry of Emergency Situations has created a working group on BG. The order was signed by Deputy Minister Anton Gerasimov (son of the ex-head of the FSB Information Security Center Andrei Gerasimov). It is planned that he will lead it. This group should actually fulfill the role of the acceptance committee and, as indicated in the regulations on this commission, quickly re-evaluate the R&D results obtained for all three years. It would seem, why do extra work? But there are two main reasons here: to collect an invoice for the prosecutor’s office and to find an opportunity to transfer the results of R&D to the Ministry of Emergency Situations without transferring them directly to the regions. For the leadership of the Ministry of Emergency Situations, moving to the regions means sharing resources and valuable developments of the previous team.

Sources in the National Center for the Management of Emergency Situations of the Ministry of Emergency Situations cautiously say that the ministry is dissatisfied with the work of the interdepartmental commission of Manturov (the body coordinating the work of the BG), and also with Manturov himself due to his proximity to Rostec, so the task has been set to transfer the project from under Manturov entirely to the Ministry of Emergency Situations, which is being done with the direct support of one of the officials in the Government supervising the BG. Without waiting for the end of the administrative fuss, the Ministry of Emergency Situations is already operating independently in the “Safe City”: new technical specifications have been sent to the territory, according to which the regions must create a BG, or remodel the already created infrastructure in accordance with the new installations of the Ministry of Emergency Situations. For reference, such departments as the FSB, FSO, the Russian Guard, the Ministry of Internal Affairs, the Ministry of Industry and Trade and a number of other ministries have so far taken part in the creation and operation of the BG project. But it seems that times are changing.
