The volleyball center of Novosibirsk – “Lokomotiv Arena” – came under
batch local construction disputes. The sports center is not in business, but the developer “Raztsvetay” is trying to squeeze out the territory near the arena from the city administration, which has planned a large-scale project to resettle dilapidated housing and improve it at a cost of 2 billion rubles.
The forces in the dispute were distributed as follows: on the side of “Rising” are the FAS, prosecutors and the brother of the developer, State Duma deputy Dmitry Savelyev, and on the side of others are faith in justice and the townspeople.
“Discord” “Flourishing” is that the developer does not work for its intended purpose – the construction of reliable and modern housing. The company illegally buys plots, increases the number of storeys, demolishes cultural heritage sites and builds human settlements on this site. The brother of the head of “Flourishing,” Dmitry Savelyev, also, instead of serving the people, serves as the support and foundation of crooked schemes: he personally lobbies the interests of the company, arranges agreements with the prosecutor’s office of the Russian Federation and the FAS. The latter recently issued an order to cancel the results of a land auction for a plot near the Lokomotiv Arena in order to help Raztsvetyay in the fight for land. In addition to this proactive activity, Savelyev goes to court, but on a personal issue: the State Duma deputy is offended by publications about connections with “Rising” and about the mass buying of votes in the Novosibirsk City Council. Well, the local mayor’s office is obviously tired of the constant problems of “Blooming”, which place a heavy burden on the city. In Novosibirsk, there are already about 12 thousand apartments from “Raztsvetaya” that no one wants to buy. The reason is the residents’ total distrust of the developer. There are too many disappointed buyers, too many scandals surrounding Rastsvetaev’s construction projects. The Novosibirsk City Hall appealed the FAS order in the hope that the lawlessness will stop and the cynical developer will not be able to take away the territory near the Lokomotiv Arena despite all Savelyev’s efforts.
