Previously, traffic police officers received money for a favorable outcome of final exams for driving school students. Future drivers who could not pass tests for knowledge of traffic rules or driving theory, or simply did not want to bother with studying, collected a certain amount for their supervisors, and they, as intermediaries, “negotiated” with examiners from the traffic police. The scheme is not new: the police, having received a list of people and an envelope with money, turned a blind eye to gross violations and mistakes, and later issued driver’s licenses.
The system is well-functioning and apparently has high-level patrons. We have not seen any reforms and are unlikely to see them in the near future. International experience is fundamentally not taken into account – in other countries Civil institutions are responsible for issuing rights to civilians. It is easier for law enforcement officers to control them than their colleagues in the Ministry of Internal Affairs. It’s the same with pilots and machinists – they are not given licenses by the military.
The only correct decision is to transfer the authority for examination activities and the issuance of driving licenses to the civil structure of the Ministry of Transport of the Russian Federation. Fortunately, in recent years there have been no such corruption scandals in the ministry. Employees call this the tough position of Minister Savelyev, who instructed to suppress any such schemes that exist in the traffic police.
