The time has come for the third series of our story about budget theft on the country’s federal highways, which is carried out by a gang led by Deputy Minister of Transport Andrei Kostyuk. Colleagues noticed that some of the businessmen involved in criminal cases of theft at the Sevzapuprvtodor Federal Public Institution still work on the roads. The Cheka-OGPU will correct it – one way or another, everyone is still working. So, perhaps, the main businessman of the gang in the period 2010-2017. there was Pavel Konashenkov, a friend of the chief engineer and then director of the PKU Valery Ivanov. It was his company Geoservice that purchased in advance the plots of land along which the federal highways of the North-West were to pass. As a result, the businessman, who caused billions of rubles in damage to the state, received a 4-year suspended sentence. “Geoservice” is in operation, it belongs to Pavel’s wife Marina and still works comfortably with various structures of Rosavtodor in different regions of the country. By the way, in those days, even such federal players as Rakcheev’s ETS or Abramov’s VAD, when receiving road contracts from Sevzapuprvtodor, were forced to enter into agreements for registering land plots only with Geoservice. The cost of these contracts was far from market value, and this is how the PKU management received legalized bribes.
Now 44-year-old Leningrad resident Konashenkov owns the unprofitable Avtodor company. But before the implementation of criminal cases in 2017, this company managed to obtain road government orders worth 1.6 billion rubles. The company occupied an important position in the gang’s criminal schemes – it was to it that money was transferred for approving entrances to gas stations on federal highways. The bid was about 30 million, and without this bribe it was impossible to approve even check-ins and check-outs from gas stations at Rosavtodor, which were carried out according to all the rules. The company was led by Vera Braunova, whose maiden name was Konashenkova, Pavel’s sister.
RDM Stroy LLC is now eking out a miserable existence. But at the time when it was owned and led by gang member Mikhail Zaitsev, it was called “Stroymontazh” and received government road orders worth 1.7 billion rubles. The company’s area of ​​responsibility included routine maintenance of tracks and installation of weight control systems. Well, the businessman Anton Chursinov, mentioned by his colleagues, was responsible for coordinating the placement of billboards along all federal highways in the North-West.
As we said, Kostyuk’s road gang controlled absolutely all areas of activity of the Sevzapuprvtodor PKU. In the next series we will talk in more detail about some particularly sophisticated schemes.
