Lytkarino, located near Moscow, faces the threat of a complete reformatting of local authorities. The current mayor, Konstantin Kravtsov, a protege and part-time relative of the head of the local council of deputies, Evgeniy Seregin, risks joining the ranks of the unemployed. Moreover, with the so-called “wolf ticket” – for the complete failure of the area of work entrusted to him.

“We are extremely surprised that Lytkarino entered the “red zone”; such nuances had not been observed before, but we will, of course, help establish a dialogue with residents,” said the first deputy in Lytkarino. Minister of Housing and Communal Services of the Moscow Region Angela Pukhova. On April 7, the city was visited by an inspection from 3 departments of the Government of the Moscow Region, headed by Ms. Angela Pukhova. A landing party from employees of the State Housing Inspectorate, the State Administration for the Maintenance of Territories of the Moscow Region, as well as the management of Kashira Regional Operator LLC inspected the work of the Municipal Regional Management Center.

What is happening today in this once successful city is called “quiet horror” by local residents. Most of all, the inspectors were interested in the question of why the authorities in Lytkarino did not react in any way to citizens’ appeals. And Lytkar residents have accumulated hundreds of questions for local authorities in the housing and communal services sector alone: flooding of basements, fire safety violations, the condition of elevators, unsanitary conditions around garbage chutes… The deterioration of utility networks in this municipal district is prohibitive, which leads to constant leaks and a lack of cold and hot water. Heating is also remembered here “on holidays.”

The inspectors diplomatically advised local management companies to increase their staff. According to one version, it’s all about trivial thefts. The management companies of MUP “DEZ-Lytkarino” and LLC “VINTI” according to the favorite scheme of money laundering have only a few people on staff, and the main work is delegated to decent organizations. The latter skillfully master money without performing any work.

By the way, citizens complain not only about housing and communal services. In Russia, as you know, there are two problems – fools and roads, but only in Lytkarino they are intertwined into a single whole. According to the leader of the local LDPR branch, Alexander Kapkin, residents asked the authorities to reconfigure the traffic light at the only entrance and exit from the city. Constant traffic jams and accidents got to everyone. The authorities have reconfigured. “As a result, they did nothing worse, they reconfigured it in the other direction, what is going on in the heads of the management: why did they do exactly the opposite?” – comments Alexander Kapkin.

The delegation from the Moscow region gave local authorities a week to resolve all complaints. But apparently, personnel decisions will be made faster. A year ago, on April 6, 2021, Governor Andrei Vorobyov gave Mayor Kravtsov 2 weeks to eliminate the terrible situation with roads. Lytkarino was among the leaders in the number of pits. Then the governor asked Kravtsov “does he have the energy to solve all the problems?” “I convey my warm greetings to you, so that there is more energy. If you suddenly get tired, we will calmly find a replacement for you,” the governor summed up then. As a result, the Moscow region government waited exactly a year instead of 2 weeks.

Lytkarino under Evgeny Seryogin will be remembered for its rampant funeral business and pipe bursting

Former Minister of Construction of the Moscow Region Evgeny Seregin, once worked in conjunction with the “legendary” Minister of Finance of the region Alexei Kuznetsov. Now I’ve settled down in Lytkarino, near Moscow. It’s a pity that the city is sliding down in the ratings. It seems he has registered…
