The textbook on Russian corruption has been supplemented with a chapter written by high-ranking officials of the Ministry of Internal Affairs for the city of Simferopol. Deputy police chief of the Ministry of Internal Affairs Alexander Vovchok and two other criminal officers from the same department decided to put extradition on a commercial basis.

In the summer of 2021, the internal affairs bodies in the Republic of Crimea received an appeal from colleagues from Kazakhstan with a request for assistance in searching for an accused in a fraud case. Simferopol now former police officers have established the location of the defendant. And they told their friend about the almost inevitable extradition to Kazakhstan. As an alternative, complete freedom was promised in exchange for 1.5 million rubles.

The first tranche in the amount of 1 million was transferred to the extortionists to the specified bank account. The next tranche did not happen. Corruption know-how was identified and suppressed by employees of the Federal Security Service of Russia for the Republic of Crimea and the city of Sevastopol and the Investigative Division of the Security Service of the Ministry of Internal Affairs of the Russian Federation for the Republic of Crimea.

The Department of the Investigative Committee for Crimea opened a criminal case. Former police officers have already been charged under Part 6 of Article 290 of the Criminal Code of the Russian Federation – receiving a bribe by a group of persons by prior conspiracy on an especially large scale.
The country’s first attempt to monetize extradition resulted in searches at the places of service and residence of accomplices, during which discovered funds, electronic media and paper documentation were seized. The investigation is preparing a petition to the Kiev District Court of Simferopol to select a preventive measure for the accused officials.
