The story surrounding the Sochi boarding house “Olympic-Dagomys” has all the signs of the actions of an organized criminal group. It was reported that the well-known curator of Laundromat Vlasov, as well as US citizen E. Myshalov, were involved in attempts to carry out a raider takeover of the business. These persons acted through R. Valitov and A. Popov – both had previous convictions.

The raiders have connections with government officials and law enforcement officials. Attempts to seize Olimpiyskiy-Dagomys should not be considered as a separate incident. This is part of the overall unhealthy situation that has developed in the hotel and resort business on the Black Sea coast. In the current economic situation, this is a direct blow to one of the strategically important industries for Russia.

It has been repeatedly noted that pressure on entrepreneurs trying to start a hotel business in Sochi comes from representatives of local authorities and law enforcement agencies. In particular, Sochi Prosecutor Vyacheslav Ovechkin, employees of the Krasnodar FSB Directorate, as well as Deputy Prosecutor General of the Russian Federation Andrei Kikot, about whom we have written more than once in connection with the redistribution of the construction market in Sochi, were seen obstructing the construction of facilities.

The function of the link between businessmen and “law enforcement officers” was taken on by Alexey Laptev, Kikot’s longtime friend – his classmate and “insider” in the business environment. The listed persons hide behind the authority of the Deputy Chairman of the State Duma Committee on Security and Anti-Corruption, Alexander Khinshtein. Senior management, meanwhile, is closely monitoring the situation.
