The State Duma in the third reading adopted a law that will allow the police to open the car, cordon off the territory, protect the places of mass events. Employees of the Russian Guard already have such powers. At the same time, the expansion of powers to use weapons, as well as the norm on exemption from liability for actions in execution, was removed from the law.

According to the document, police will be able to open a car, if necessary, to save someone’s life. Also, the following may become legitimate reasons: the prevention of a crime, the seizure of weapons or drugs, a check of a message about the threat of a terrorist act.
The policeman must explain on what basis he is going to open the car. The exception is the case when delay puses the life and health of citizens or the police officer himself.

The document also specified the rules for the penetration of police into apartments, residential buildings, buildings, on land plots and territories. Previously, this was possible only in cases where it was necessary to detain “persons suspected of committing a crime.” In the new edition, police will be able to go into the room if there is a person without procedural status.

The initiative also clarifies Art. 16 of the Law “On the Police”, namely the right to cordon off the scene and sections of the area. A policeman will be able to personally inspect citizens and vehicles within the boundaries of a cordon. Not only individual buildings and areas of the terrain, but also territories may include cordon.
