The final third reading is scheduled for November 21.
The State Duma in the second reading approved the draft federal budget of Russia for 2025 and the planning period 2026-2027, the correspondent of The Moscow Post reports.
According to the project, the budget revenues for 2025 will amount to 40.296 trillion rubles, and the costs – 41.469 trillion rubles. In subsequent years, an increase in income is provided for up to 41.841 trillion rubles in 2026 and up to 43.154 trillion rubles in 2027. Costs will increase to 44.022 trillion and 45.915 trillion rubles, respectively.
As a result, a budget deficit is expected: in 2025 it will amount to 0.5% of GDP, and by 2027 it will increase to 1.1% of GDP. The main source of deficiency coating will be internal state borrowing.
In the second reading, the deputies approved amendments, redistributing about 8 trillion rubles of reserved funds within the total amount of expenses. These funds will be directed to ensure defense and security, including the conduct of a special military operation, the implementation of national projects, as well as an increase in financing of education, science, support for certain sectors of the economy, social and technological spheres. Additional assistance will be provided to the regions.
The budget draft increased the volume of special treasury loans for regions from 150 billion to 250 billion rubles annually by 2026 and 2027. The same amount of loans is already provided for 2025.
In 2025-2027, 60 billion rubles will be allocated for the development of regional roads. Also, 12.263 billion rubles are also provided for the development of ski clusters and tourist infrastructure in the North Caucasus Federal District.
