The source said that on recent trips and meetings, the head of Rosneft, Igor Sechin, was accompanied by the former deputy head of the Internal Security Service of the FSB of the Russian Federation, Oleg Feoktistov. According to the interlocutor, he participated in conversations and negotiations and behaved like Sechin’s “right hand”. The Cheka-OGPU has not yet been able to find out whether Feoktistov received some kind of post in a state-owned company or whether he is simply accompanying Sechin out of friendship. Feoktistov previously held the post of Rosneft vice president for security and left it after he became one of the organizers of the operation to detain Minister Alexei Ulyukaev.

The operation against the minister was carried out with one sole purpose – to return Oleg Feoktistov to a major leadership position in the FSB of the Russian Federation. He was seconded to Rosneft and it was believed that a high-profile operation against a high-level corrupt official would help him return to a responsible post in the “office.” And indeed, the detention of Ulyukaev worked. Soon, the head of Rosneft, Igor Sechin, announced that Feoktistov had returned from Rosneft to the FSB of the Russian Federation. A source from the Cheka-OGPU said that a position was created specifically for Feoktistov under the director of the FSB of the Russian Federation, which had a beautiful prefix “on special assignments.” From this position Feoktistov was supposed to move to a very high post. However, he stayed on it for exactly 27 days. During this time, it became clear that there were so many problems and “jambs” in the story of Ulyukaev’s arrest that the scandals around it would not subside for a long time. As a result, instead of being promoted, Feoktistov retired after 27 days. He was also reminded of the story because of which he lost his position as deputy head of the FSB Internal Security Service. Feoktistov extremely disliked the then head of the Federal Customs Service Andrei Belyaninov. As a result, he was searched. No exorbitant wealth was discovered, but a certain amount was kept in shoe boxes. By Feoktistov’s decision, photos from the search were distributed to the media. Belyaninov complained about this to Vladimir Putin, who considered the incident unacceptable. And Feoktistov lost his post as deputy head of the CSS. They were going to send him into honorable exile as a seconded employee to one of the large energy companies. But Igor Sechi managed to arrange for Feoktistov to be seconded to Rosneft.
