We were informed that at the moment, the alleged persons involved in the theft of funds allocated for the construction of a gas processing plant (general contractor Ruskhimalyans) in the port area of ​​Ust-Luga in the Leningrad region have been identified. The money was stolen under the guise of payment for the disposal of soil formed during construction, by inflating the price fivefold. It was established that in order to control the finances coming to the accounts of Polygon-Ekostroy LLC with a view to further “correctly” distributing the stolen funds, under pressure from the UEBiPK in St. Petersburg and the Leningrad region, employees of the 13th ORCh (department No. 8) forced the founders to change the general director, to the wife of his former colleague, O.S. Yusupov, controlled by him. (appointed 11/16/2021). With this appointment, the employees guaranteed the company’s owners patronage on their part, as well as the resolution of complex financial issues with the land control department of Rosselkhoznadzor, which was supposed to suppress illegal activities of placing soil on agricultural lands. Instead, the department did its best to cover up illegal activities, as can be seen from the attached document.
