Perhaps this was done in order to hide participation in the initiated criminal case on the organization of illegal migration under paragraph “a” of part 2 of article 322.1 of the Criminal Code of the Russian Federation, No. 12002400022000041, and the case was instituted against “unidentified” police officers from among the united group of employees Migration department.

It is doubtful, but it follows that it was these two that organized all this channel of illegal migration on the entry and stay of foreign citizens from countries in the Russian Federation: Africa, the Middle East, and Asia. Visas of foreign citizens are issued only by employees of the Ministry of Internal Affairs on the basis of a written resolution of the head of the body, in this case, the head of the Ministry of Internal Affairs.
