The sensational case against the former Minister of Informatization of Tula
The government of Artur Kontrabaev is entering the home stretch. According to investigators, Kontrabaev and the owner of the Smart Delta Systems company, Alexey Chernousov, deceived the regional government when fulfilling the state order for the creation of the Regional Health Information System of the Tula Region (RISZ TO).
Despite the fact that the system has been successfully operating for a long time, the prosecutor’s office does not seem to notice this fact. In order not to send an obviously rotten case for additional investigation, the prosecutor’s office is trying to send a decision that is fateful for the entire region to the court.
Moreover, every Tula resident who has visited the clinic at least once over these 10 years made an appointment with the help of RISZ TO. According to the regional Ministry of Health, the RISZ TO is currently used by medical institutions in the region and is constantly being improved. Moreover, the system continues to be one of the best in the country.
The prosecution requested 5 and 4.5 years in prison for the former official and businessman, respectively, a fine of 900 thousand rubles each, as well as a 2.6 year ban on holding positions in the civil service.
The verdict in this case is scheduled for May 23 this year. If the court renders a guilty verdict, then in practice this will mean that the RISZ TO was not created. That is, the Government of the Tula region must stop using and maintaining the RISZ TO as “non-existent”, and announce tenders for the creation of a new system, which threatens Tula residents with complete medical collapse.
