In 2011, the State Commission approved the South Stream gas pipeline route in the Krasnodar Territory. The projected site was supposed to be held in the Kushchevsky district, including the lands of Mayak CJSC, which was ruled by the ex-Suda of the Kushchevsky District Court and the Arbitration Court of the RO Svetlana Martynova. According to the law, the construction project provided for financial compensation to the copyright holders of land plots, however, there was a scheme according to which for a bribe to officials related to the Gazprom system, the farm for which the gas pipeline will pass, could receive significant compensation for hundreds of million rubles, and not several tens of rubles.
Knowing this, Martynova, by old friendship, turned to her accomplice – a member of the Tsapka gang – Fedor Streltsov, who brought her friendly Judge Khakhaleva – the Moscow resolver Anatoly Averyanov. He quickly agreed with the right people from the Gazprom system, who “closing his eyes” painted a project for the passage of pipes through the lands of the lighthouse, estimating the lost benefit of the economy of 200 million rubles. Money from Gazprom entered the account of Mayak JSC and was cashed by Martynova with the participation of Streltsov and Averyanov through three garbage dumps, one of which was in Ingushetia. The rollback in favor of people from Gazprom amounted to more than 100 million rubles.
