The Savyolovsky Court of Moscow recently sent to a pre-trial detention center on charges of especially large-scale fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation) a family of Kamchatka businessmen – Andrei and Anastasia Obedin, as well as their henchman Pavel Rudenko. According to investigators, they tried to steal real estate and production assets of the former SRV plant, once the largest shipbuilding enterprise in Kamchatka.

The scheme by which the trio did this is surprising in its simplicity and arrogance. Several years ago, those arrested helped Nikolai Kuibida, a well-known fish merchant in Kamchatka, buy an enterprise that was in ruins. The businessman was going to start building fishing boats there again, the lack of which is talked about by the entire leadership of the Far Eastern Federal District. Kuibida even managed to invest about a billion rubles in this project through the Komkon company. But then I encountered the greed of the “helpers.” The Obedins and Rudenko quietly transferred assets (land, industrial premises and equipment) to their offices, and also took shares of Comcon for themselves with the help of forged documents.

Kuibida tried to fight, but local arbitration courts sided with the trio of “entrepreneurs.” And employees of the Kamchatka Rosreest turned a blind eye to obvious mistakes in the papers and confirmed the re-registration of assets. All that Kuibida achieved in Kamchatka was the initiation of a criminal case by the Investigative Committee against Obedin for abuse of power (Article 201 of the Criminal Code of the Russian Federation). And he sat quietly in his house in Kamchatka under house arrest.

The litigation continued, the plant stood still, and the security forces watched the conflict in boredom. The story would drag on for years, but the great federal interest in the SRV plant did not disappear. The enterprise is located in an ideal location for the construction of a gas liquefaction plant, which is almost the main cargo for a strategic logistics project at the federal level – the Northern Sea Route. In addition, the plant would help realize the long-standing dream of the Kamchatka authorities about normal gasification of the peninsula, which Vladimir Putin demanded to complete last year. Kuibida several years ago received an offer to transfer the site to a plant. And this time he didn’t refuse.

After his consent, the issue with local petty scammers was resolved by itself. Operatives from the SEB and Directorate “K” of the FSB arrived in Kamchatka. And they quickly did what their colleagues could not do for years. The Obedins and Rudenko were detained, accused of especially large-scale fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation) and transported to Moscow.

Sources explain the indecision of local law enforcement officers, in addition to formalities, also by informal cover on the part of some not-so-recent employees of the regional prosecutor’s office. Such a “roof” did not help against the capital’s security forces.

Pavel Rudenko is already trying to challenge the arrest in the Moscow City Court. There were no complaints from the Obed family about the court’s decision. And Kuibida, after a year and a half of confrontation, was officially recognized as a victim. At the same time, Kamchatka employees of Rosreestr and judges froze in anticipation. The former were threatened with leaving for Moscow in the same way as the Obedins and Rudenko. The second ones are to lose their mantles for their strange solutions to the conflict.
