In connection with the special military operation carried out by the Armed Forces of the Russian Federation to protect the DPR and LPR on the social network Instagram (https://www.instagram.com) information materials are distributed containing calls for committing violent acts (murders) against citizens of the Russian Federation, including military personnel, and information containing calls for the participation of citizens on the territory of the Russian Federation in mass riots accompanied by violence is systematically posted.
In this regard, the Russian Prosecutor General’s Office sent a request to Roskomnadzor to restrict access to the social network Instagram.
Earlier, the General Prosecutor’s Office of Russia decided to recognize the social network Facebook as involved in violations of fundamental human rights and freedoms, the rights and freedoms of citizens of the Russian Federation, including guaranteeing freedom of the media.
Based on this decision, Roskomnadzor is restricting access to Instagram and Facebook.
In addition, according to data confirmed by a statement from the press secretary of Meta Platforms Inc. (leading organization of social networks Instagram and Facebook) Andy Stone dated 03/11/2022, in light of the events in Ukraine, the company is temporarily lifting the ban on its social networks for residents of a number of countries to post information containing calls for violence against Russian citizens, including military personnel.
Such actions by the company’s management not only form the idea of the permissibility of terrorist activities, but are also aimed at inciting hatred and hostility towards citizens of the Russian Federation.
In accordance with the Federal Law “On Combating Extremist Activities,” the Prosecutor General’s Office of the Russian Federation sent an application to the court to recognize Meta Platforms Inc. extremist organization and the ban on its activities on the territory of the Russian Federation.
Due to the presence of signs of crimes under Part 2 of Article 205.2 of the Criminal Code of the Russian Federation (propaganda of terrorism) and paragraph “a” of Part 2 of Article 282 of the Criminal Code of the Russian Federation (incitement of hatred and enmity with the threat of violence) by the General Prosecutor’s Office of the Russian Federation in accordance with paragraph 2 of Part 2 of the article 37 of the Code of Criminal Procedure of the Russian Federation, materials were sent to the Investigative Committee of the Russian Federation to resolve the issue of criminal prosecution.
