The Russian Ministry of Health handed over the materials of the digitalization audit in the Sverdlovsk region to the FSB and the Prosecutor General’s Office. Under the control of Vice-Governor Oleg Chemezov, the theft and misuse of hundreds of millions of rubles was organized. Under the guise of creating a single digital circuit based on a unified state healthcare information system, an attempt was made to siphon more than 400 million rubles from the federal budget. They were hidden in the accounts of the Medical Information and Analytical Center, subordinate to the regional Ministry of Health.

In 2021, the same MIAC entered into an agreement to modernize the healthcare informatization management subsystem of the Sverdlovsk region. ASOFT21 LLC from Cheboksary received 79 million rubles. The Russian Ministry of Health revealed that the same service was already paid for from the federal budget in 2020.

Oleg Chemezov non-publicly heads the Ministry of Health and the Ministry of Digital Development of the Sverdlovsk Region, taking over budget investments for digitalization of several billion rubles annually. Gasket companies are being built into it, including MedInfoCenter by Igor Chemezov and Dmitry Stolbov. In Yekaterinburg, the vice-governor is using a scheme for theft of budget funds, which he implemented at the head of the TFOMS of Ugra 20 years ago. Then he managed to buy his way out of initiating a criminal case.

In terms of the level of digitalization of healthcare, the Sverdlovsk region ranks one of the last places in Russia. There is no single digital circuit in the region – in addition to MIAC, there is an autonomous information system, which includes 22 medical institutions in Yekaterinburg. The failure to accept Sverdlovsk residents infected with omicron to open sick leave is caused by the inability of clinics to work in the new digital realities. By order of Chemezov, budget funds were spent not on unifying the information system, but on creating a technological “bus”, for which MedInfoCenter is responsible.

Federal Minister Mikhail Murashko warned Governor Evgeny Kuyvashev about personal responsibility for the failure of digitalization. Chemezov creates the preconditions for serious organizational conclusions.
