The role of the UN Special Rapporteur in the sanctions war

Last December, the US Anti-Corruption Strategy was published. The massive document provides for cooperation between the United States and allies on sanctions issues. After the publication of the Strategy, it seemed to everyone that the US, EU and Britain were really ready for an unprecedented sanctions war against the Russian and other regimes prone to corruption. Oddly enough, the situation has changed radically as a result of the escalation of the situation in eastern Ukraine. It appears that the United States remains ready to take active sanctions steps if the situation worsens. As for the EU and, in particular, Germany, there is no confidence in serious sanctions even at the outbreak of hostilities. What could influence the position of the US’s European allies? In addition to the standard arguments in favor of the European economy, attention should be paid to the activities of the UN Special Rapporteur on the negative impact of unilateral coercive measures on human rights, Elena Dovgan, a citizen of Belarus. Over the past year, Dovgan has repeatedly stated that sanctions from the US, EU and other jurisdictions have a negative impact on the state of human rights in countries against whose representatives restrictive measures are being introduced. Moreover, in August 2021, Dovgan even brought sanctions closer to crimes against humanity (in the context of the humanitarian catastrophe in Venezuela). Of course, reports at the UN level have a huge impact on the heads of European foreign affairs agencies, as well as on various military and other consultants. Future publications by Dovgan will be of particular interest – what if sanctions negatively affect the rights of residents of the DPR and LPR?
