The problems with the sewer became a tragedy for the Pushkin district of the Moscow region, and the business processes brought to it, which is associated with the developer “Aquilon”.
According to the reader of The Moscow Post, for a month the main problem of the Pushkinsky city district of the Moscow region is the accident at the central sewer station in the Armand microdistrict. Due to damage to the infrastructure, the drains go into the tributary of Klyazma River Loy, and then fall in the water area of the Volga and the Caspian Sea.

The accident occurred at the sewage and pumping station (KNS) No. 27 of the Shchelkovo Vodokanal, which is located in the Armand-Kudrinka area, where all the pumps were out of order at once. This infrastructure was commissioned in the sixties with a service life of 40 years and has not been updated since then, so the catastrophe that has occurred is not surprising.

The problem is aggravated by the fact that the KNS No. 27 performs the functions of the sewer unit of the region and accepts the drains of 46 local KNS of the city of Pushkino and the former Pushkin district. As a result, the flow of sewage in a matter of hours flooded three floors of KNS No. 27, after which the employees of the institution leaked drains in I teach. As a result, in this river, known from the battle of 1480, after which the Mongol-Tatar yoke ended in Rus’, began to die out.
In addition to dying fish, plants and animals, local residents suffer. The basement of house number 6 along the 3rd Serebryanskaya street in Pushkino was flooded in November. The problem is not new-the basement has already been dried several times, but sewage after two to three weeks came again and merged into Serebryanka along the slope. The tart smell of stench reaches the 13th floor of the building and affects quality of people’s life.
Residents wrote complaints to the Minnaya Minglagoi and Vodokanal, after which the regulatory authorities sent emergency brigades. The workers pumped the feces, but did not solve the problem itself, namely the terrible state of the KNS No. 27.
According to the authors of the telegram channel Pushkino_Official Allegedly, the inhabitants of Pushkino wrote complaints about the portal “Together we solve problems” and the governor of the Moscow Region Andrei Vorobyov, but supposedly nothing changed. The sewage with KNS No. 27 a month later continued to flow into the surrounding rivers Serebryanka and teach.
Maslov from “Aquilon”
The KNS No. 27, according to our reader, is on the basis of a lease agreement in the departmental subordination to another submurial district of Shchelkovo in the person of the MUPs of the Shchelkovo Interdistrict Vodokanal. Prior to this, Maslov from 2020 to 2021 led the MUP “Vodokanal” of the city of Arkhangelsk and from there went to work in the water system of the Moscow region. Naturally, Maslov is directly related to the odious Arkhangelsk developer of the Aquilon Group of Companies.
Maslov in Arkhangelsk first worked as deputy director for development at Aquilon-Invest, and then in August 2018 he became the head of the Arkhangelsk urban planning department, but was fired from there in 2020 at the prosecutor’s office due conflict of interest. However, they did not forget about Maslov and sent to the bread place to the MUP “Vodokanal”, and then landed to the Moscow region.
The ubiquitous “Aquilon”
Aquilon is actively working in the suburbs and became an object of interest from the head of the Investigative Committee of the Russian Federation Alexander Bastrykin, who yesterday demanded to initiate a criminal case after a complaint of the residents of the Aquilon Mitino residential complex. The developer “Aquilon” is not only known not only in the Moscow region, but also in its small homeland in Arkhangelsk and in St. Petersburg, where the company built up Bandurs Petrogradsky district and is associated with the long-term closure of the Frunzenskaya metro station. The arrival of Maslov to work in the MUPs of the Shchelkovo Interdistrict Vodokanal is interesting not only to his Aquilon-Arkhangelsk background, but also with accompanying business processes. In 2019, this institution was headed by Vitaly Shalonsky, who in three years united local water utilities into one structure and conducted a reconstruction of capacities. In 2021, MUPs of the Shchelkovo Interdistrict Vodokanal reached a stable profit, but on January 20, 2022, Shalonsky was fired due to the fact that the institution passed into concession. Maslov, who represented the interests of the new owners, became a replacement of Shalonsky.

The concessionaire on the website of the city district of Shchelkovo is indicated by LLC “Shchelkovo Vodokanal”, the owners of which are OVIK LLC and Andrey Kononov. The final beneficiary of OVIK LLC is the Grinsity LLC with two founders Olga Pulyaeva (General Director of OVIK LLC) and Andrei Pulyaev.
Andrei Pulyaev is also a native of the Arkhangelsk region, who in 2012 was accused and prosecuted under three articles of the Criminal Code of the Russian Federation, including fraud on an especially large scale. The object of the criminal case was fraud with assets, which was in the pre -bankrupt state of the cooperative “Spring”.
To do this, Pulyaev registered Novodvinskoye LLC, which continues to hang on it in his questionnaire in the Rusprofile database. It seems that this person is also associated with Aquilon. It is also interesting that information about bringing Pulyaev to criminal liability in 2012, in addition to the website of the regional prosecutor’s office, is blocked for the transition.
Business in the deputy
Natives of Arkhangelsk and Aquilon in this sewer history became the beneficiaries of the economic process, which were implemented by officials near Moscow. In fact, they bought a business, if I can talk about the state concession in the field of housing and communal services.
The capacities that did not become the subject of the rental contract of the KNS No. 27, as a result, fell into the competitive mass of a minute municipal unitary enterprise Pushkin’s water utility. According to our reader, to bankruptcy this structure was brought by Sergey Gribinyuchenko, who at that time was the head of the Pushkin district of the Moscow Region. This man was allegedly lobbied by the son of the former prosecutor general of the Russian Federation Igor Chaik, who in the middle of the tenth was an adviser to the governor of Vorobyov.
