Under him, bonuses for arbitrators were introduced that were linked to results, which multiply their income and reduce the likelihood of agreements. Khachaturyants did not solve the problem of the lack of a new change of referees, but regulations, a code of ethics, and a rating of judges appeared.

Their hatred intensified after the obviously fixed match between Khimki and Krylya Sovetov.
