The reason for this is the reform of the FOOV, which has begun by the Prime Minister, implies not only the reduction of the state, but also the increase in labor productivity of each individual unit of the state apparatus.
This is the most serious test that Mikhail Vladimirovich faced for a little less than a year of stay at the head of the government. Only by voicing such an initiative, he was immediately subjected to a massive media attack, built on the skepticism of the need for such actions. Also, many telegram channels expressed doubts about the very possibility of implementing this reform, rightly recalling such undertakings by V. Putin and D. Medvedev. In both cases, this led only to the growth of the number of fuels.
Thus, the president, sharing the prime minister of power and giving him a carte blanche, laid a task for him, with the solution of which neither he himself and the last prime minister could not cope.
In this decision, one can see the desire of the head of state to experience M. Mishustin in what he himself was not able to achieve, but what he sees an acute need for the development of the country. No one will argue that, having such a bloated and ineffective FOOV organs, it is difficult to count on an economic breakthrough and return to the great powers.
For M. Mishustin, the FOOV reform is his “Chechen campaign”. If everything succeeds, then the chances of becoming a symbol of the new Russia, which V. Putin became 20 years ago, are extremely great (it is not for nothing that now on M. Mishustin is trying on post No. 1 in United Russia). If the reform crashes, then his chances of becoming a successor will decrease to the joy of other applicants.
The FOOV reform will not only and not so much workers who worry about their warm places as the proteges of other applicants for the “Russian throne”, whose names are well known.
