At the moment, the ex-head of St. Petersburg Vodokanal Evgeny Tselikov has been procedurally detained (however, he is already under house arrest in another criminal case), as well as three other people. Their names are still unknown.
At the same time, the most prominent defendants – Konstantin Goloshchapov and Kamil Magerramov – turned out to be inaccessible to the investigation (they were not at home during the search).

Fontanka’s interlocutors say that the criminal case for particularly large-scale fraud grew out of a tax audit and a criminal case for tax evasion against the VK-Service company. One of its owners was the company “Evproprom”, and it was founded by Kamil Maharramov. The audit showed a fictitious purchase of reagents and materials for which tax deductions were issued. In addition, questions arose for the allegedly involved co-executors under government contracts, which, based on the nominal number of employees, would have required dozens of years to complete the formally specified work. “VK-Service”, in particular, in 2017 was one of the subcontractors of the company SK “Nostrum”, which executed contracts for the construction of networks in the Kurortny district near Beloostrov under an agreement with Vodokanal. Both Magerramov and Goloshchapov were related to Nostrum indirectly and through family ties. Energy was generally considered Goloshchapov’s sphere of influence under the city’s previous leadership.
In addition, Nostrum was in 2016 a contractor for the Energy Service Company Lenenergo under two framework contracts for construction and installation work necessary for the technical connection of consumers to networks – in St. Petersburg and the Leningrad region. According to Fontanka, the investigation is examining Nostrum’s relations with both Vodokanal and Lenenergo.
