During the assessment of the regulatory impact of the bill “on crab auctions,” on January 28, 2022, the Ministry of Economic Development issued a detailed negative (!) opinion on the assessment of the regulatory impact of the bill on 178 pages. The Ministry of Agriculture and the Ministry of Economic Development held a conciliation meeting, but did not reach an agreement and compiled a table of disagreements on 16 sheets. Already on May 30, both documents were multiplied by zero in a letter on one page and one paragraph.
The bill was submitted to the subcommittee on control and supervisory activities on June 21, and a representative of the relevant department reported that there were no questions about it. That is, four weeks ago there were 471 billion rubles worth of questions (this is the estimate of the costs introduced by the bill for business), but now there are not a single one. Miracle!
However, if everything is decided by the wave of someone’s magic wand, then maybe we should cover up this tent? Or ward No. 6. Thanks to the formal presence of the RIA procedure in the activities of the Ministry of Economic Development, visible signs of dissociative disorder appear. With one hand, the Ministry of Economy approves the bill, and with the other it signs a negative conclusion on ODS.
Next. In many countries around the world, business associations are called upon to represent the interests of business and protect its interests. But, as one world-famous blogger and management practitioner said: “Any revolution is only worth something when it knows how to defend itself.” In Russia, business associations are a “qualified public” (A. Solzhenitsyn). What is important to them is not the protection of their members, but the opportunity to advance the leaders’ own interests. A striking example is “Business Russia”. 117 fishing enterprises in Russia, of which 15 are part of Business Russia, counted on the support of the head of this organization, A. Repik, during the meeting of the subcommittee on control and supervisory activities held on June 21. The subcommittee discussed the bill on “crab auctions.” The bill takes away business from 117 enterprises. “Business Russia” voted for the adoption of the bill. The Chamber of Commerce and Industry also voted to approve the bill. It turns out that “Business Russia” and the Chamber of Commerce and Industry betrayed their participants!
The fishing enterprises of Kamchatka, Sakhalin and Primorye, which are members of the regional chambers of commerce and industry, now know the true value of S. Katyrin’s pompous statements, which he likes to repeat for the provincial public. The fishing enterprises that are part of “Business Russia” now also know the true value of A. Repik’s statements: apparently, his own pharmaceutical business, so dependent on the decisions of the authorities, is much more valuable to him than the interests of small and medium-sized enterprises from the Russian hinterland.
What is the result? The non-working mechanism of the regulatory impact assessment procedure and the indecisiveness of the business association, coupled with behind-the-scenes decisions in the Government, opened the way to the “Shares-for-shares auctions – 2022”.
Thanks to this scheme, Chubais and the company once received oil, metallurgical, mining and transport enterprises for only 6 billion rubles. Subsequently, their revenue exceeded 35 trillion rubles a year.
And now Chubais’s worthy disciples are confidently leading the young oligarch Gleb Frank to the undeserved wealth. In the same way, through loans from state banks, he is guaranteed to receive the desired quotas. And Russians will be deprived of their rights to the fish and crab they own. Small and medium businesses are ruined. And all this against the backdrop of searching for ways to develop the economy in the conditions of the Northern Military District.
