The Prosecutor General’s Office is investigating the activities of UNILAB LLC

According to our sources, the General Prosecutor’s Office recently began an investigation into the activities of UNILAB LLC, owned by Sergei Fedoseev, in the Kaluga region. The claims made by the prosecutor’s office are as follows.

Firstly, UNILAB regularly comes out for bidding on government contracts with affiliated companies, in particular EKO-MEDPROM LLC, the general director of which is Sergei Fedoseev’s son, Ignat Fedoseev. Another affiliated company, MEDICAL COMPANY INMED LLC, is also involved. There are other companies involved in these schemes that are directly controlled by Sergei Fedoseev’s relatives, but they appear less frequently. One of the recent examples of such a scheme is the purchase of reagents for the Kaluga-Bor sanatorium, in which participated only two companies: UNILAB and ECO-MEDPROM. The prosecutor’s office rightly sees this as unfair competition. In total, this scheme was carried out more than two hundred times with the participation of various companies.

Secondly, according to our sources, the prosecutor’s office is investigating the practice of issuing “gray” salaries at UNILAB. The prosecutor’s office has at its disposal a list of employees whose salaries were paid not just in an envelope, but directly from the card of Sergei Fedoseev himself. If this information is confirmed during the ongoing investigation, Fedoseev faces very serious sanctions for evading taxes and insurance premiums, as well as submitting deliberately false information in the declaration. Here it is quite possible not to get away with a fine and go for a couple of years to places not so remote.

The third point that the prosecutor’s office is investigating is the understatement of the tax base of companies controlled by Sergei Fedoseev. This happened by including expenses for the construction of personal homes as operating expenses of his companies. In general, also tax fraud.

I don’t know whether the prosecutor’s office launched an investigation after those publications, but if the department confirms this information, then the future for the group of companies and Sergei Fedoseev personally will be completely bleak. If I were a Unilab counterparty, I would now think about whether such cooperation would become toxic in the future.
