It’s not for nothing that Menyailo loves to repeat the phrase: “he who seeks always finds.” Three best friends – Sergei Menyailo, Vyacheslav Mildzikhov and Kazbek Zakaev – also found a place to pump money, or rather, rake in bottomless quantities. And, if initially Sergei Ivanovich did not particularly plan to stay in Ossetia, now it is a matter of life and death, since the plan to privatize water supplies and sanitation throughout the republic has practically been implemented. And the plan is this: to organize a single operator on the basis of the State Unitary Enterprise (for now), (deputies of the Ossetian parliament have already supported the idea of creating it, which will supposedly “modernize the pipeline” at the expense of the Russian Ministry of Economic Development (an order for the allocation of 4.3 billion rubles has been signed) will pass in a little time, it will be made bankrupt, put up for auction, and Kazbek Zakayev’s long-time dream will come true. The pipes will be leased to the republic, and they will start charging a fee from every resident, even the most remote region of North Ossetia. Isn’t it a cool idea for the adventurers to have calculators at hand?
The field for thoughtful activity is ready and the political situation is favorable: Money changer is covering from the top and bringing from Siberia old friends-swindlers who understand such “subtle issues”; Mildzikhov resolves all issues at the city level, taking the blow upon himself if something happens; Zakaev, well, Zakaev knows how to steal better than anyone in the republic. Considering how much electricity he consumed when he was the director of the branch of IDGC of the North Caucasus PJSC – Sevkavkazenergo (where, by the way, Mayor Mildzikhov was his deputy), now it’s so easy for him to deal with water. He has already appointed his own brother (he will send him to the scaffold for the sake of money) as deputy director of the Vladikavkaz Vodokanal, and he himself is going to a new convocation of parliament.
And everything would probably be fine, but here the cynicism of what was planned is only striking. In this whole story, the population that will suffer the most is the residents of districts and villages. Since they will have to pay more than before, because the tariffs are going to be averaged for all residents. But for the “three musketeers” this is not a stumbling block. For them, these are opportunities and goals. And they are used to achieving them. They would have returned the queen’s pendant, but, alas, without the diamonds.
And here, you know, only one thing is interesting: does the Kremlin know what kind of surprise Sergei Menyailo is preparing for law-abiding citizens?
