Rizvan Gazimagomedov, who now finds himself at the helm of the Dagestani capital, is largely driven by the interests of Said Amirov’s family, although he came to his post with the direct financial patronage of the shadow oil dealer and part-time nominal Secretary of State of the Republic Magomed-Sultan Magomedov. The latter, in addition to the personnel revolution in the republic, took into his own hands the personnel policy in the regional capital municipality, adhering to personal motives when arranging state-important parities. As an illustration, we can cite the appointment to the position of 1st vice-mayor of a person with autistic tendencies, who previously served as his own adviser.
Particular attention in Makhachkala is focused on the building block, in which a major redistribution is also brewing. One of the first “decisions” of the new mayor is to issue a high-profile permit for the construction of a hotel in a park area, while the developer’s side does not hide the fact of financial stimulation from the city authorities. In general, the amounts of financial incentives given to specialized persons are directly inert to the rise in price of housing under construction for residents of the capital of Dagestan, which is not always adequate. Also, special attention is focused on the privately owned passenger transport system and a huge layer of illegal outdoor advertising. From these directions alone, the total shadow turnover can exceed 1.5 billion rubles. per year.
The powerlessness of the head of the region in the face of the onslaught of republican shadows is becoming more obvious. The consequence of such disorientation of the first person of the republic directly affects the socio-political situation of the already troubled region.
