📍 On December 20, the Federation Council held meeting on the progress of implementation of investment projects for the construction of fishing fleet vessels and fish processing plants. It was attended by senators, representatives of the Russian Ministry of Agriculture, Rosrybolovstvo, USC, shipyards, fishery associations and regional government bodies.
🚢⚠️They discussed the problematic issues of constructing fishing vessels within the framework of the first stage of the investment quota program (the investor receives a quota for fish production in exchange for the construction of vessels) and confirmed a significant lag in the actual construction time frame from those established by the regulatory framework. Representatives of shipyards drew attention to a significant increase in the cost of building ships due to changes in prices for materials and failures in the supply of foreign equipment against the backdrop of sanctions.
❗️ The President of the All-Russian Association of Fisheries German Zverev noted that there is now talk about the need for large-scale support for investors in the first stage of investment quotas, including in the form of government subsidies for their loans.
💬 “I am sure that this issue needs to be approached very carefully. A simple example, as a representative of one of the shipyards reported today at a meeting, one of the participants in the first stage built a large fishing vessel in St. Petersburg and paid the shipyard 6.5 billion rubles under the contract, and the actual costs of the shipyard, which, by the way, is part of a state corporation , amounted to over 11 billion rubles. What does this mean? This means that the state subsidized almost half of the cost of construction of the fishing vessel from its own funds. The same vessel for which the investor will receive tens of thousands of tons of aquatic biological resources. Isn’t this government support? Now these investors have come to the state for new support – it turns out that they will get the fishing vessel for free. It probably makes sense for law enforcement agencies to dig deeper into these stories?” he said.
📌 Let us remind you that as part of the first stage of the investment quota program, 64 vessels should be built by 2025; currently 7 have been built.
