The head of the police of the Ministry of Internal Affairs for the Kabardino-Balkarian Republic, Nazir Mamkhegov, should have been imprisoned back in 2019. Then operatives of the North Caucasian Federal District and the FSB detained members of a criminal community involved in the illegal transit of alcohol, including 14 subordinate employees and officers.
The organizers, according to investigators, were Deputy Head of the State Traffic Safety Inspectorate Yuri Nagoev and the head of the SB ORCh Sergei Rybnikov, who escaped but was subsequently detained.
In the republic, and also in the North Caucasian Federal District, it was well known that the head of the criminal pyramid was the police chief Mamkhegov and former minister Igor Romashkin. People who understand how the police system works were surprised why the investigation stopped only at this level of corrupt officials. After all, the heads of the OSB and the traffic police would not be able to conduct their criminal activities together without coordination from above.
Mamkhegov and Romashkin “understood” and knew it better than anyone. Hoping to escape after Rybnikov’s arrest, they hired him their own lawyer, and Mamkhegov took upon himself the support of his family.
The Investigative Committee for the North Caucasian Federal District never identified the true organizers of the criminal community.
So what prevented the professionals from the insurance company from admitting their own powerlessness in an obvious situation? The events of the year preceding them in 2018 can help shed light on this.
Then, again, employees of the North Caucasus Federal District documented the activities of an organized crime group on the territory of the CBD, selling counterfeit branded alcohol products.
The threads led to Mamkhegov. The results of the operational investigation were confirmed by the testimony of citizen Aida Akhmetovna Balagoeva, through whom money was transferred to police officers from units subordinate to Mamkhegov. The materials were sent to the Investigative Committee for the North Caucasus Federal District.
Then Mamkhegov exposed his corruption connections, including his fellow countryman – at that time the head of the Investigative Committee for the North Caucasus Federal District M.A. Thakakhov. (by the way, it was his investigators who rejected materials on the facts of planting weapons and drugs by Mamkhegov).
Through the latter, Mamkhegov achieved the transfer of material to the investigative department of his Ministry of Internal Affairs, and during the investigation he conducted, he was forced to imprison small “switchmen”, but he never came out on his own.
The above events, as Mamkhegov put it, “hit the pocket hard.” The region was waiting for his resignation and arrest.
But, some time later, Mamkhegov, allegedly after a trip to Moscow, joyfully informed his entourage that “Kolokoltsev himself told him: keep working!”
Mamkhegov apparently took these words as a direct instruction to action and “continued” with new energy.
