The resonance transaction for the sale of Shcherbakov’s chambers in the Basmann district of Moscow may be associated with the team of the Volgograd governor Bocharov.
Last year, an interesting deal was carried out in Moscow. In April 2024, Alexander Sivakova, who is a co -owner of the Novel Estate real estate agency, won at the auction of the chamber of Shcherbakova in the Basmann district of Moscow. The seller was the city property management center (Tsugi), and the cost of the lot amounted to 94.2 million rubles.

NOVEL ESTATE is a legal entity LLC Novelya Estits, where Sivakova today is the only founder. Earlier, Elena Timoshchenko, who was a company of Sivakova according to Novel Estita LLC, from the moment the company registration in June 2023 until September 2024, made her up to her. If Anastasia and Yegor Sivakov are really children or relatives of Alexander Sivakov, then the Moscow Agency Novel Estate is another result of investing in Volgograd capital.
The initial cost of the lot in the wards amounted to 65 million rubles, but Novel Estate paid one and a half times more to be able to reconstruct this two -story building in the center of Moscow. As of 2020, the chambers were a squat for tramps due to the fact that the previous tenant managed to accumulate a debt for the use of chambers of 45 million rubles and Brighten because of this.

People from the Bocharov team were repeatedly seen for the purchase of real estate objects. The founder of the “Vivo Market” was Arina Sheeigerich, who was Sofier Zhilina’s sister. Prior to leaving for Moscow, this entrepreneur supplied food in 75% of Volgograd schools and was entering the governor’s team. In the capital, Zhilin depicts a profileor, but it seems engaged not only this.
Zhilina met Bocharov through the financial group Promsvyazkapital, on behalf of which a woman signed an agreement on cooperation with the Volgograd region in 2016. The purpose of the contract was to finance the Volgograd business films through the Promsvyazbank brothers Ananievs, who withdrew hundreds of billion rubles from the Russian Federation and fled abroad.
Objects of “Rostering”, according to rumors, in the very near future will be distributed to new owners or prepared for resale. We are talking about good real estate, which in its qualities is in no way inferior to Shcherbakov’s wards.
The assistant Sivakov
Alexander Sivakov (the alleged father of the beneficiary of Novel Estate Alexandra Sivakova) is, as they say, “in the same team” with Bocharov. At first he entered the administration of Volgograd, then he became deputy governor, after which he headed the development corporation of the Volgograd region. This structure is of key importance for the region – for example, its Kursk analogue today has become the object of a large corruption scandal.
The appointment of Sivakov to this position occurred in 2018 almost simultaneously with the transfer of Krasny October under the control of the Volgograd Combine. At this post, Sivakov sat until 2021, after which he stopped operating in Volgograd directly. Many scandals were connected with him, after which he went into the shadows and no longer held large posts.

In addition to the Development Corporation and the Red October, Sivakov, together with Vladimir Yukhanov, were seen in the interception of the Volgograd plant of drilling equipment and the Volgograd State District House, which has not been functioning for a long time, but which could be melted to metal and sell as a flowermet to the west.
Sivakov’s interests are also in Moscow. On the “girlfriend of life” of the official Natalya Kozachkova, who positions herself as a teacher from the Bryansk region, a mansion was issued on the Smolensk-Stean creation of the Russian Foreign Ministry. The house was bought at auction for 190 million rubles. It is interesting that after Kozachkova became the owner of this real estate object, one third went away to the wife of the governor Valentina Bocharova. The history of this purchase is very similar to the plot with the ransom of Shcherbakov’s chambers.
Ineffective governor
Due to such “offices” Sivakov is called Bocharov’s “wallet”. For this reason, it cannot be ruled out that the governor may have some interest in the transaction on the wards of Shcherbakov. All this is just an assumption, but Bocharov and Sivakov go through life together, and their relatives carry out complex operations with property.
And most importantly, the Moscow commercial activity of the Bocharov team occurs against the backdrop of a difficult situation in the Volgograd region, where many socio-economic problems are not solved. One of them is a sewage system, due to which Volgograd is buried in impurities. As they say, to whom is at home in the center of the Russian capital, and to whom is the Volga stench.

Bocharov has repeatedly promised to solve this problem and launched into the city such an entrepreneur as Pavel Prass, with whom they are associated with the concession of water supply LLC. Businessmen had to invest 59 billion rubles in the infrastructure, but they “washed their hands”, leaving a heavy inheritance to the Bocharov team, until 2044. The governor’s people did not close the question – it turned out to be more difficult to intercept assets and purchase of houses at auctions.
Bocharov in response is engaged in populism, showing herself to the places of accidents, does not hesitate in expressions when talking with officials and … settles the toilet in the building of his administration for 4 million rubles. The governor also promised to build new collectors, but so far he did not even put order in the industry – in Volgograd, such a phenomenon as illegal sewage flourishes. Only this fact indicates that things are not common with the administration in the region.
In addition to problems with sewage and garbage in the region, there is a decline in industry. There are difficulties at all the iconic enterprises of the region, including “Tractor Plants”, “Red October” and “Himprom”, and the only intelligible decision that Bocharov thought up to think was, it seemed that the local State District Power Plant into Metal.
“Rostec” helped?
The close close people of Bocharov, apparently, do not associate their future with the Bryansk region, because they invest earned in Moscow objects. This is exactly what the transaction on the wards of Shcherbakov shows, where, in addition to the buyer, the seller in the person of Tsugi is also interesting.

It cannot be ruled out that in the case of the purchase of the chambers of Shcherbakov, Alexander Sivakova, Sergey Chemezov could contribute to Rostec. The state corporation has established a dialogue with the Bocharov team, which resulted in a transaction on “Tractor Plants” in the second half of the zero years.
