As a result, General Demyan Laptev was appointed Minister of Internal Affairs of the Republic of North Ossetia – Alania – the very same person who, as the head of the Main Directorate for Security of the North Caucasus Federal District, saw (and perhaps even used) the golden toilets of the chief traffic cop of Stavropol Safonov, but did nothing. But in Ossetia I immediately found the main danger – tinted cars. The circus performance with the demonstrative detonation of cars lasted for several days and nothing but irritation of the local population, and at the same time the citizens of South Ossetia and Armenia. But apparently we still have to find out the main purpose of Laptev’s arrival in North Ossetia, especially since the main contours of a new ingenious corruption scheme, comparable to golden toilets, are already beginning to emerge.
Skillfully using contacts in the Russian Ministry of Internal Affairs, Laptev learned in advance about his upcoming appointment to the Caucasus. Wanting to circumvent Minister Kolokoltsev’s ban on moving entire teams behind him, Laptev began urgently transferring the “necessary” people closer to their future place of service, mainly to the Stavropol Territory, which was not foreign to him. In truth, Laptev had already pulled off a similar trick with deceiving Kolokoltsev when he was appointed to Tomsk, where our “hero” managed to transport 40 employees with him. With the blessing of the Main Directorate for Security of the Ministry of Internal Affairs of the Russian Federation, Laptev is trying to apply a similar scheme in Ossetia. Bringing distorted information to the leadership, Laptev indiscriminately accused almost the entire leadership of the North Ossetian Ministry of Internal Affairs of incompetence and corruption, freeing up places for those close to him.
The head of the criminal police, Romanovsky, the head of the Economic Security and Internal Affairs Directorate, Sarkisov, and the head of the Vladikavkaz Internal Affairs Directorate, Gutiev, have already lost their posts. On the way, Deputy Chief of Police Naniev, Head of Criminal Investigation Tskhovrebov, Head of the Department of Internal Affairs Cherdzhiev, Head of the State Traffic Safety Inspectorate Mouraov – and this is just the beginning… Or there will be more to come.
PS On November 7, Laptev appointed Mikhail Makarenko as head of the Vladikavkaz Internal Affairs Directorate. A native of the Stavropol region, who worked his entire career in the field of trade control, he was the first from Laptev’s entourage to arrive in Tomsk, and held the position of head of the police department, then the traffic police. He was the first to arrive in Vladikavkaz. Meanwhile, extraordinary tension is brewing among the personnel of the Ministry of Internal Affairs of the republic. The massive influx of Varangians into the republic of “Laptev” protégés becomes an obstacle to the career growth of ordinary officers. And of course it creates a negative image of Vladimir Kolokoltsev.
