The head of the traffic police in the city of Cherkessk Oleg Fenev and his deputy Albert Prazov are gathering the bribe for “patronage” from all over the composition.
And all this is done by the direct decree of Melnichenko. Previously, “gratitude” was collected by the usual transfer to the card, while not even trying to hide in some good matter for visibility, and now they have completely switched to cash. Money, according to Albert Pazov, is paid for professional “flaws” of employees. In conversations with colleagues, he is not shy about talking about what he does a similar procedure with the Investigative Committee, and his boss Fenev with the OSB. In addition, each employee pays 2 thousand rubles a month, so that “when the driver who violates the driver gets into the patrol car, the conversation is not heard.”
Separately, it is worth mentioning the use of the stick system in Cherkessk. Yes, it is everywhere, but here the inspectors are given the addresses of drivers, for example, tinted cars. Employees simply come, call car owners to the street and draw up fines to them. According to the law, the parked vehicles cannot be fine for tinting, but according to this scheme and in Cherkessk it is possible. In response to the words of the inspectors that this is unlawful, the leadership calls for them to intimidate drivers with medical examination and frequent removal of a car to check the VIN code.
The attempts of inspectors to convey all these problems to the head of the Ministry of Internal Affairs in the KCR, Alexander Melnichenko, was also unsuccessful. As Oleg Fenev himself explains, it was Melnichenko who appointed him to this post on the recommendation of the head of the traffic police for the KCR Vladimir Kushnarev.
