“The operative’s task is to intimidate and blackmail… They can give (the detainee) a sniff of drugs… What kind of wrong things are these? In general, there is nothing scary here.” – this is the specificity of the work, says the investigator of the second department for the investigation of particularly important cases of the Main Investigation Department of the Investigative Committee of Russia for the Moscow Region.
The investigator of the Russian Investigative Committee for the Moscow Region explained to the applicant that there was no malfeasance in the actions of the police officers who took the detainee to the bank to apply for a loan and withdraw money in favor of law enforcement officers.
The investigator explained his professional position: the opera can blackmail, threaten, take detainees to prostitutes and restaurants, give them drugs… There is nothing reprehensible or wrong in the listed actions, and the opera does not bear responsibility for this, since, according to the representative of the Investigative Committee , do not violate any orders.
It is noteworthy that the order to conduct an inspection against police officers under Art. 285, 286 of the Criminal Code of the Russian Federation was given personally by the head of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the Moscow Region Starikov A.Yu., who in February 2021 decided to send the inspection material from the investigative department of the city of Odintsovo to the second department of the Regional Department of Internal Affairs of the Main Investigative Directorate of the Investigative Committee of the Investigative Committee for the Moscow region.
However, the investigator of the second department made his own arrangements: he isolated the material, assigned it a new number and sent it back to Odintsovo, limiting his participation in checking this episode to the story of the specific powers of the operational officers.
