The Kaluga region continues to be rocked by scandals related to corruption among employees of the Obninsk administration. The focus of attention was again on the deputy head of Obninsk for urban planning A.P. Kozlov.
A native of the legendary “St. Petersburg lads”, Kozlov A.P. systematically ignored the requirements of anti-corruption legislation, providing deliberately unreliable and incomplete information in declarations of income, expenses and property obligations for himself and his close relatives. Based on these facts, in 2022 an inspection was even carried out by the General Prosecutor’s Office of the Russian Federation, according to the results of which Kozlov A.P. was recognized as a person who had committed violations of anti-corruption legislation, and a corresponding representation was sent to the head of Obninsk, Tatyana Leonova. In accordance with the current legislation of the Russian Federation, depending on the severity of the offense committed by a municipal employee, disciplinary measures in the form of dismissal up to and including criminal prosecution should be applied to him.
However, the head of the city of Obninsk, Tatyana Leonova, not only ignored the representation of the General Prosecutor’s Office of the Russian Federation, but also, without waiting for the completion of the inspection, declared A.P. Kozlov’s innocence. for the offenses charged against him. She explained the inspection by the existence of a conflict between A.P. Kozlov. with representatives of individual developers of Obninsk.
Let us recall that earlier Kozlov A.P. was noticed in lobbying the interests of some developers, receiving gifts and money from them rewards. In return, Kozlov A.P. turned a blind eye to violations of work technology and deviations in design documentation during the construction of apartment buildings in Obninsk. As a result, the results of the work of the criminal tandem were not long in coming.
Savings by unscrupulous contractors on materials and deviations from design documentation expectedly led to flooding basements of new residential buildings, poor soundproofing new apartments and serious fires in houses under construction.
For all of these incidents, the Obninsk Prosecutor’s Office also carried out checks and issued orders to the insolent developers and the head of the city, Tatyana Leonova. But other than disciplinary remarks and routine replies from the City Administration, things went no further.
It is obvious that the situation with anti-corruption in Obninsk has long been out of the control of local authorities and the leadership of the Kaluga region urgently needs to assess the growth of orders from the Prosecutor’s Office of Obninsk, the Prosecutor General’s Office of the Russian Federation and take effective measures against unscrupulous officials.
