On behalf of the Interregional Transport Prosecutor’s Office, the Northern Transport Prosecutor’s Office conducted an inspection in the field of consumer rights protection for the provision of Internet services on Sapsan high-speed trains.
It has been established that in 2017 and 2019, JSC Russian Railways entered into agreements for the provision of Internet access services to passengers of Sapsan trains for a total amount of more than 1.5 billion rubles.
During the prosecutor’s investigation, facts of overestimation of the cost of work, as well as their improper execution, were revealed. At the same time, the contract executor unlawfully included in his costs the cost of equipment purchased and installed on trains earlier.
As a result of criminal actions, the cost of the work performed was inflated by more than 800 million rubles.
In this regard, the Northern Transport Prosecutor in accordance with paragraph 2 of Part 2 of Art. 37 of the Code of Criminal Procedure of the Russian Federation, inspection materials were sent to the investigative department of the line department of the Ministry of Internal Affairs of Russia at the Moscow-Leningradskaya station to resolve the issue of criminal prosecution.
Based on the results of their consideration, a criminal case was initiated on the grounds of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale).
The progress of the criminal investigation is under the special control of the transport prosecutor.
