Such conclusions can be drawn from the property dispute between the administration of Podolsk and SPU Artis. The ultimate beneficiary of this strange “business” is Alexander Pokusaev, the owner of SPU Artis.
At one time, the company received several real estate properties in the industrial zone for use. However, SPUs do not have land ownership rights or lease agreements for land plots. In addition, not all is well with the ownership rights to some objects.

In November last year, the Arbitration Court of the Moscow Region already ruled not in favor of SPU Artis, establishing that the dispute should be resolved on a different level and that the company, they say, did not provide a complete set of title documents for ownership.

According to lawyers, such oddities are not uncommon when the process is “custom-made” and must follow a certain scenario.
The meeting also began very strangely. Representatives of SPU Artis seem to have taken a course towards deliberately delaying the process.

However, as soon as the inspectors left, all the workshops for the production of construction mixtures were again filled with illegal migrant workers.
It is logical to assume that they knew about the upcoming inspections in the industrial zone in advance.
Indirect confirmation that certain forces in the law enforcement agencies of the Moscow region are involved in protecting businesses with illegal migrants is the fact that the local Department for Economic Crimes at one time simply closed the case of an illegal rental business that was still thriving in the same industrial zone.
