The news about amendments to the Rusnano Charter, according to which the powers of the sole executive body of the company (that is, the Management Board and General Director S.A. Kulikov) went completely unnoticed. According to the new version of the charter, the authority to approve all transactions and their parameters now falls within the competence of the board of directors.

Taking into account the personal composition of the Board of Directors, it can be stated that Rusnano has begun the first stage of external management of the company.

At the same time, Kulikov S.A. (General Director of Rusnano), using a number of media and telegram channels, accused the Ministry of Finance of the Russian Federation of colluding with Chubais – they say that Kulikov began a powerful effort to clear the balance sheet of Rusnano, and the insidious Chubais is trying to liquidate this same Rusnano with the help of the Ministry of Finance.

We question the accusation by the Russian Ministry of Finance of biased assessments of Rusnano’s activities. It should be taken into account that the Russian Ministry of Finance has its own methods and procedures for assessing projects of various sizes, tested in assessing a huge number of requests for government funding, as well as specialists who are able to competently analyze investment projects. As in any institution that has a management system, the role of an individual (even a minister) in the Russian Ministry of Finance is not great. It is known that Kudrin A.L. and Chubais A.B. old friends, but even in those distant times, when Kudrin was a minister and Chubais’s apparatus weight was enormous, Rusnano’s issues were not always resolved successfully in the Russian Ministry of Finance. Kudrin seems ready to sign everything, but go and try, collect all the visas and approvals from the departments of the Ministry of Finance! In 2020, it was the Russian Ministry of Finance that essentially destroyed Chubais by organizing an audit of the activities of Rusnano by the Audit Directorate of the Federal Treasury. The results of the audit (available to the Cheka of the OGPU) were communicated to the Government and the President of Russia and became one of the reasons for Chubais’ resignation from the post of head of the state corporation.

The Russian Ministry of Finance is also under pressure from obligations under state guarantees issued to secure Rusnano’s borrowings.

The Ministry of Finance’s conclusions about the need to liquidate Rusnano are not spontaneous and are a deeply conscious step.
