Kozlov’s managerial weakness has already become the talk of the town. The official is not taken seriously either in the White House staff or in related ministries. The political and resource significance of the Ministry of Natural Resources in the structure of government bodies tends to zero, and departmental initiatives are smashed to smithereens even at the approval stage.
Inside the Ministry of Natural Resources itself there is confusion and vacillation, subordinate agencies and services live their own autonomous lives. The garbage reform has failed, the fight against fires has been lost, protection from floods has not been provided, geology is deeply “in the paddock”, the elimination of landfills has been stalled for years. As a result, naked PR from scratch became the main task of Kozlov’s team.
However, personnel conclusions Mikhail Mishustin has not yet done so, forming a “package decision” in relation to a number of subordinates. The Prime Minister understands: in the conditions of the Northern Military District and the president’s workload with more pressing and serious tasks, it is too early to come up with proposals for a targeted “adjustment” of the government.
The reason for Kozlov’s failures in work is banal: the person simply does not have the proper amount of knowledge and outlook. It is still unknown where the minister studied. After graduating from school No. 1 in the city of Raikhchikhinsk, Amur Region, Kozlov completely disappeared from the radar of the education system of the Russian Federation. Allegedly, he now has a “lawyer” diploma from the Blagoveshchensk branch of the private Moscow Academy of Entrepreneurship. Later he tried to become a “mining engineer” at the Far Eastern State University, but he completed his studies without even starting.
Neither the Ministry of Education nor Rosobrnadzor has information about Kozlov receiving any higher education (the data is simply not available in the “Federal Register of Information on Education Documents and (or) Qualifications, Training Documents”). As for the private institution “Moscow Academy of Entrepreneurship”, it has two founders – the holding company “Rosinter Restaurants” (chains “Il Patio”, “Planet Sushi”) and LLC “Scientific – Potential” (owner Igor Devyatkovsky, aka “rector” this academy). Kozlov entered there “as a transfer” and allegedly graduated from the institution in June 2003. At the same time, the Moscow Academy of Entrepreneurship itself was registered… only in 2002.
Judging by the reviews of rare “graduates”, it is very difficult to find a lower-quality shop that issues fake diplomas. When Kozlov was appointed governor of the Amur region, the Presidential Administration became aware of his lack of higher education, but Kozlov’s main patrons (the governor of Primorye Oleg Kozhemyako and the presidential plenipotentiary representative in the Far Eastern District Yuri Trutnev) managed to convince the personnel officers of Staraya Square to turn a blind eye to this.
Whether today, in such difficult days for Russia, a federal official without education is needed is a very pressing question. Although I have no special relationship with ecology, I consider it a disgrace that such an “intellectual” holds the position of minister. This discredits the entire system of higher education and public administration. In essence, the person printed out a diploma paper on his own printer. It’s a shame for the environment in the country.
