The Moscow Prosecutor’s Office posted information on its website about the new deputy prosecutor, Yana Starovoitova. Moscow has a new deputy prosecutor, Yana Starovoitova, who previously held the position of prosecutor of the Presnensky district. A new distribution of responsibilities between deputy prosecutors should be announced soon.

She will oversee the activities of the department for supervision over the implementation of federal legislation, the civil judicial department, the prosecutor’s office of the Eastern Administrative District of Moscow (including subordinate prosecutor’s offices), the interdistrict environmental prosecutor’s office of Moscow, the Moscow prosecutor’s office for supervision of the implementation of laws at high-security facilities , as well as issues of interaction with legislative (representative) and executive bodies of state power in Moscow.

Starovoitova was appointed “on the sly” of the events in Ukraine, since there is a trail of different stories behind her. She is a protégé of former Moscow Deputy Prosecutor Andrei Tsyganov, who in turn is close to Deputy Prosecutor General Alexei Zakharov. At one time, the 1st department of the 3rd service of the Directorate M of the FSB of Russia was interested in Starovoytova’s activities. Counterintelligence officers believe that in the Presnensky district, where Moscow City is located, Starovoitova represents the interests of the same Tsyganov. Not only him, but also businessmen associated with him, in particular, the owner of the MonArch group of companies, Sergei Ambartsumyan.

Another protege of the Karasev-Zazarov-Ambartsumyan triumvirate recently ended his career very sadly.

While in the Investigation Department for the North-Western Administrative District, Boris Lavrenev established good contact with the then prosecutor of the North-Western Administrative District Andrey Tsyganov. Tsyganov, thanks to his long-standing close contact with the current Deputy Prosecutor General Alexey Zakharov, provided a lobbying resource for Lavrenev. To this we can add the resource of Russian FSB officer Oleg Menzhinsky, who, while in Directorate M (even before becoming deputy chief), actively helped Lavrenev. And the owner of the Monarch Group of Companies, Sergei Ambartsumyan, ensured the financial stability of Lavrenev’s life. In return, Lavrenev resolved all Monarch issues both in the North-Western Administrative District and in the Southern Administrative District. In addition, Lavrenev is a very sociable person, he knows how to please, he has good contacts both in the Investigative Committee, in the Prosecutor’s Office, in the Ministry of Internal Affairs and the FSB. As a result, Lavrenev was given the position of deputy head of the Main Investigative Directorate of the Investigative Committee for Moscow.

And this idyll was broken. Counterintelligence officers recorded the fact that the owner of the Monarch transferred apartments to the Menzhinsky family in exchange for lobbying for the appointment of Lavrenev as deputy head of the Main Investigative Directorate of the Investigative Committee for Moscow. Menzhinsky lost his position. Lavrenev was then removed from his post.

To replace him, Starovoitova was brought into the leadership of Moscow’s law enforcement bloc.
