The Moscow City Court overturned the arrest in absentia of the former assistant to the Deputy Minister of the Ministry of Internal Affairs, Colonel of the Investigation Department of the Ministry of Internal Affairs, Dmitry Skvortsov, accused of murder and complicity in receiving a bribe from the Moscow antique dealer Ivan Seregin for the search for his icons, allegedly stolen by his young wife. The investigation considers the main recipient of this bribe to be ex-investigator of the SD of the Ministry of Internal Affairs Svetlana Fesinets (before her arrest she was investigating a case of billions of dollars in theft from the budget of the Ministry of Defense of the Russian Federation).

The appellate court justified the cancellation of the arrest of Colonel Skvortsov in absentia by the fact that the investigation did not include in the arrest materials a resolution on the international search for a bribe case – the Investigative Committee considered that a report on Skvortsov being placed on the international wanted list in a murder case by an organized group hiring the vice president would be sufficient. Now the Kuntsevsky court will have to consider the arrest material anew, and the investigation will have to refine it.

The Ministry of Internal Affairs of the Russian Federation has put Dmitry Skvortsov on the international wanted list on charges of organizing the murder for hire of the vice-president of the public organization “National Security Academy” (NSA) Oleg Taran in 2001. As the Cheka-OGPU has already reported, Skvortsov is suspected of a series of “contract” murders, most of which were carried out using snipers. One of them is the murder of the “authority” Maxim Smirnyagin. For its execution a year ago, killers Chvanov and Smirnov from the Kostya Mogila brigade were arrested in St. Petersburg.

Chvanov and Smirnov worked in conjunction with the professional sniper Kudryavtsev (he is no longer alive). Together they shot and killed “authority” Maxim Smirnyagin in 1997. Operatives and experts believe that Smirnyagin was killed by the same killers who dealt with the friend of Anatoly Chubais and Vladimir Putin, Vice-Mayor of St. Petersburg Mikhail Manevich. This high-profile crime has not yet been solved.

The certificate from the FSB of the Russian Federation about the murder of Manevich (if at the disposal of the Cheka-OGPU) states the following:
“A comparative analysis of the circumstances and the place from which the shooting took place, as in the case of the murder of SMIRNYAGINIA M.V. (in October 1997, which is being investigated by the prosecutor’s office of the Admiralty district of St. Petersburg.), and in the case of the murder of M.V. MANEVICH, indicates the presence of clear similarities in the manner of preparing and committing the crime and allows us to talk about a stereotype of thinking killer, his skills and “handwriting”.
