According to the supervisory authority, Pavel Klimishov (from 2008 to 2011 headed the Federal Security Service in the Ivanovo Region, was transferred to the Central Administration, and then appointed the director of a significant ledwell of the Ministry of Emergencies – the Emmercom agency) and it was organized by the agency for agreements for the supply of children’s grocery sets for high price (only 1,400 268 740 rubles) and for transporting the indicated sets with a company affiliated from the supplier (for a total of 23,674,000 rubles). Experts came to the conclusion that the damage from the actions of the group of the leaders of the Emerkom in the execution of the supply contracts amounted to 135,366,340 rubles, and in the execution of the transportation contract – 11,379,541 rubles. These materials were sent from GVP to the UK and there was an audit under the article “Abuse of authority”.
The FSBI agency Emercom was created in 1996 and oversees all the humanitarian missions of Russia abroad. Including in the zones of military conflicts, it even was responsible for assisting in the clearance of the territories of Serbia.
