Right under the nose of the mayor, representatives of the Communist Party of the Russian Federation and the New People party have launched an active campaign to form a pool of people willing to become members of precinct election commissions and are already reporting to the party leadership about positive results.
“United Russia,” which is accustomed to ensuring the victories of its candidates, including by “tinkering with the results” of the expression of will, this threatens to make the election process more expensive for those wishing to receive the status of people’s representatives.
Members of precinct election commissions independent from the administration, together with observers who are not loyal to the authorities, can block United Russia’s attempts to achieve the desired indicators when popular support for the candidate was not enough.
In this situation, the path to becoming a deputy from the party in power may become more tortuous and costly. The Communists and “New People”, having gained the opportunity to control the situation at the polling stations, will be able not only to give the green light to their candidates, but also to issue large bills to United Russia for the passage of their nominees.
This reality may arise in all elections in the next five years, since it is for this period that the composition of the precinct election commission is formed.
In this regard, there are also risks of not achieving the required numbers in the presidential elections in 2024. Therefore, the upcoming by-elections to the City Duma in the fall will be a test for the new administration of Krasnodar on how to manage the system, failure of which could result in expulsion.
