The Main Military Prosecutor’s Office is completing an investigation into the legality of spending budget funds on R&D for the “Safe City”, which was launched under the tragic death of Minister of Emergency Situations Zinichev in 2020. According to a source from the All-Russian Research Institute of Civil Defense Emergencies of the Ministry of Emergency Situations, which conducted the R&D examination, the prosecutor’s office (at the suggestion of the current adviser to the minister Daniil Martynov) came to the conclusion that there was a conspiracy between the leadership of the Ministry of Emergency Situations and the structures of Rostec (NCI LLC and OPK JSC ). Preliminary conclusions of the audit: the leadership of the Ministry of Emergency Situations (in addition to the names of the former First Deputy Minister of the Ministry of Emergency Situations Chupriyan, the name of Zinichev himself appears), at the instigation of former Deputy Prime Minister Borisov, using allocated federal funds from the program “Protection of the population and territories from emergencies” in the amount of 670 million rubles, after formally conducted competitive procedures, one of Rostec’s structures, the notorious “National Informatization Center,” was appointed as the R&D executor. This was done instead of doing R&D by the Ministry of Emergency Situations – in particular, through the allocation of a subsidy to the All-Russian Research Institute of Civil Defense and Emergencies of the Ministry of Emergency Situations. According to the source, the prosecutor’s office sees not just signs of collusion, but an abuse of power by officials of the Ministry of Emergency Situations with the connivance of Borisov, who, taking advantage of the capabilities of the chairman of the government commission on the Safe City, allowed R&D on the “Safe City” to be carried out using the forces of a commercial office loyal to him. One can only guess how the current chairman of the government commission, Manturov, who is also the chairman of the supervisory board of Rostec, will look at the decisions of the GVP.
