The main investigative department of the Investigative Committee of the Russian Federation, in the framework of the investigated criminal case of embezzlement, was charged to the former head of the administration of the municipality “Vsevolozhsk municipal district” of the Leningrad Region Alexander Sobolenko (part 4 of article 160 of the Criminal Code of the Russian Federation). The criminal case was instituted based on the results of consideration of a statement of citizens who applied to a personal reception to the chairman of the IC of Russia A.I. Bastrykin in October 2021.

The VChK-OPU was already talking about the Sertolov OPS, which includes the deputy of the LDPR-Ovets Andrei Lebedev, the head of the administration of the MO Sertolovo Yuri Khodko, the affiliated chairmen of the SNT Osinka Aleksey Ferenz (until 2017) and Nadezhda Polishchuk (from 2017 to the present, under investigation is under investigation ), Alexander Smirnov with his sons, Igor Rikhtikov – friend and associate of Andrei Lebedev, as well as employees of power and power structures.
The investigation established that in the period 2012-2013, Sobolenko, on the basis of the appeal of the chairman of the SNT “Osinka” Alexei Ferenz, issued a number of illegal decisions on the allocation of a land plot to expand gardening. Based on these documents, a plot of 19.9 hectares was put on cadastral registration in Rosreestr. Then, a contract of lease on investment conditions was concluded between the administration of the municipality and SNT, which involved the subsequent transfer of part of the land plots for the preferential categories of citizens, including large families. However, with the aim of embezzlement of entrusted property, Sobolenko issued a decision on the termination of the specified contract, thereby excluding the possibility of providing land plots of the preferential category of citizens.

The illegal actions of Sobolenko caused property damage to municipal education in the amount of more than 121.4 million rubles, which is a particularly large size.

The investigation continues to establish all the circumstances of the incident, as well as persons involved in the criminal scheme.

According to the Ministry of Defense, this plot under the expansion of SNT Osinka was not withdrawn from the lands of defense, was not transmitted civilians. The investigation will continue until all circumstances are clarified. In the case of Sertolovsky OPS, about 1.5 thousand hectares in Sertolovsky MO are considered, who, without the order of the Minister of Defense and the Government of the Russian Federation, passed into the hands of affiliated persons under corruption schemes.

This is another fact when Alexander Bastrykin demonstrated an attentive attitude to citizens’ appeals, which led to a serious criminal case that will only grow with new persons and circumstances.
