The Main Investigation Department of the Investigative Committee of the Russian Federation has completed the investigation of the criminal case against Vartan Kochyan, accused of committing crimes under Art. 295, part 1 art. 167 of the Criminal Code of the Russian Federation (attack on the life of bailiffs, intentional damage to someone else’s property).

According to the investigation, the accused did not want to voluntarily comply with the decision of the Adler District Court of Sochi, which had entered into legal force, in a civil case regarding the demolition of buildings he had unauthorizedly erected. On June 9, 2021, two bailiffs of the regional department of the FSSP of Russia in the Krasnodar Territory arrived with special equipment at the location of the specified objects to execute the court decision.

Kochyan, wanting to prevent this, fired two aimed shots from a hunting rifle at the bailiffs, who died on the spot from their wounds. The accused also shot at a forklift for demolishing unauthorized buildings, causing damage to the municipal unitary enterprise of the city of Sochi in the amount of more than 150 thousand rubles.

After a comprehensive inpatient psychological and psychiatric forensic examination, Kochyan was found to be sane and not in need of compulsory medical measures. During the investigation, the accused admitted his guilt in full and repented of his crime.
The investigation has collected a sufficient evidence base, and therefore the criminal case has been sent for further transfer to court.
